Country Report

As a small state, one of Singapore's primary goal is to find its niche identity and balance its economic and cultural agendas through cultural diplomacy and to expand its foreign policy space. Singapore favours people-to-people diplomacy and invites actors from abroad and from all sectors of society to help shape public diplomacy through government initiatives. In its external cultural policy (ECP), Singapore continues to prioritise education and research over art and culture. Singapore maintains diplomatic relations with 189 countries, although it has not established high commissions or embassies in many of these countries.
